Yes, there is a goverment. Here is the way things work:

The Overall Council is made up of the eldest vampires, witches, and shape-shifters. (Werewolfs are judged upon the Overall Council or Vampire Goverment.)
The Overall Council is unusually contacted, they are the Leaders of the Night World. They make up the laws and execution ideas.

The Vampire and Vampaneze Princes live on Vampire Mountain. They are at the same rank, but they speak for their own race.
The Vampires meet at Vampire Mountain every twelve years; all vampire clans. To get to the mountain on these meetings, it is forbidden to flint or wear shoes on the journey.
The Mountain is very dim, and it is usually hard to find the correct tunnel, since they aren't mapped.
At the Mountains there are a variety of Halls. There is a Hall Of Death, execution and Burial Grounds.

The Vampaneze Court is just the Court that decides laws for the race, and execution that is rarely decided.

The Generals are the Law Enforcement for the Vampire Races. They keep an eye on the vampires in the vermin world. Their job is too seek out insane vampires and take them to their race council or Vampire Mountain, or the Overall Council for questioning or execution. Some of them kill the insane vampire on the site.

The Volturi is the Council for the Meyer Race. The Meyer Race vampires never attend the meetings of other vampire races.

There are a variety of councils for different vampire races. They decide the laws for their own races and who is wanted for execution; but they must ask permission from the Princes first.

T For the Witches there is a Head Circle Mistress who is in-charge and in command of her Circle. She decides the laws for her circle, and the Overall Council cannot harm the Witch Circles, only by arranging the executions and who will be executed. Yet, they must go threw the Head Circle Misstress first.

Then you have the rest of the Witches and other witch circles, who usually at times do not follow their Head Circle Mistresses Wishes.

Shape-Shifters Goverment works the same way as the Vampire's Goverment.
